DOT Evaluations and Treatment

The Congressional Omnibus Transportation Employee Testing Act has been in effect since March of 1994. Though this act is too lengthy to discuss or print here, a very basic understanding of Steppingstones role in this process is as follows:

If a DOT-affected employee (such as truckdrivers, certain airline or railroad employees) test positive for any of 5 DOT-prohibited drugs cocaine, marijuana, opiates, PCP, & methamphetamine or 0.04 breath alcohol, the employee is required to undergo a Substance Abuse Professional (SAP) evaluation and comply with the SAP's recommendation in order to retain employment or be employed again in the DOT-regulated industries.

The SAP must refer to a licensed/certified professional who is in no way connected to the SAP's place of emplyment in order to assure a nonbiased evaluation.

STR can either be the educator/treatment provider OR the SAP, but not serve both roles SAP for the required follow-up evaluation if education or treatment is recommended. Most employees are required to receive treatment though this could vary considerably according to the outcome of the evaluation.
